I'm not sure I have the same worry you do about people not taking care of themselves. I think the incentive is in itself people take care of their health because it feels better to be in good health than not. Why would I eat fries every day when it makes me feel like shit, just because in 30 years I know I'll be able to get free bypass surgery? Then I have to feel like shit for 30 years! It strikes me that the people currently without insurance who have enough foresight to take care of themselves so they don't get monetarily screwed are probably the same type of people who are self-motivated and intelligent enough to maintain relatively decent health just because. The fact that they show enough judgment to think ahead now indicates the probably have moderately decent heads on their shoulders. The people who don't take care of their health now continue not taking care of it, and it's not like they don't already show up at the ER and cost the system when they're desperate. So nothing different there. But I don't think it encourage currently attentive people to stop being attentive.
